Sir John Smale and Mr. Justice Snowden have co-operated with the Executive in dealing with habitual criminals, and to looking up the efficient Gaol discipline carried out in spite of many difficulties by Mr Tomnochy. The night system of our Police Force is now worked by Mr. Deane, Mr. Horspool and the high intelligent body of Inspectors has also done much to reduce crime in Hongkong.
